He was a member of the Manchester Ship Canal Pilot Service from 1954 - 1988. He was appointed Treasurer of the Pilots Association from 1962 - 1971 and was solely responsible for turning the debt-laden and chaotic state of the Association's financial affairs into the smooth running and profitable organisation it is today.
During his time on Committee he introduced a very successful Sickness Insurance Scheme for Pilots and Helmsmen. He also revived the popular Hot Pot retirement suppers that had laid defunct for many years. Between 1966 - 1984 he was, at various times, appointed Choice Pilot to four shipping lines.
Clulow has had a number of short stories published appertaining to Pilots and Pilotage and is much sort after as an after dinner speaker on the more humourous side of Canal Piloting.
